Chen Tao's heart tightened.
"Who else could it be besides you?"
The Riddler's eyes slowly lit up: "Damn, something seems to have happened that I don't know about. A nuclear bomb? Batman, you're in big trouble."

Even if he were one of the largest arms dealers in the United States, he couldn't afford the consequences of this being exposed. Therefore, he has kept his possession of nuclear weapons a secret for many years.
Aside from selling one of the nuclear bombs a few years ago, he never told anyone what was actually hidden in that warehouse.
"Even the Emperor Penguin, who was previously the most trusted by him, had never had access to the Penguin's core trump card."
